Chin Son Kim, 47, faces up to five years behind bars for the fraud.
A Shakopee man has been charged with defrauding the federal food stamp program out of $29,816. Federal charges allege that Chin Son Kim, 47, would persuade food stamp recipients into giving him their EBT cards, according to Minnesota Public Radio. Then he'd take their cards to a cooperating local market, which would ring up the cards as if Kim had purchased legitimate items. Kim would then be given cash or store credit, which he would share with the food stamp recipients. Federal officials told MPR that food stamp fraud is rare. Kim faces up to five years in federal prison.

Calls from residents helped police track down and arrest a suspect, who has since been charged with three felonies.
A call to the Shakopee Police from a resident about seeing a prowler check car doors initiated a chain of events that led to the arrest of a St. Paul man with a long criminal record. Chad Downs, 32, has been charged with first-degree burglary, theft and receiving stolen property, which are all felonies, after police arrested him Saturday, Dec. 29. According to the police complaint, the initial call to Shakopee Police came at about 5:55 a.m. The caller provided police with a description of the suspect seen in the 7000 block of Edington Circle. A witness confronted the boys as they left the home carrying a television.
Two Shakopee boys were arrested after witnesses saw them carrying a television from a home on the 700 block of West Fourth Avenue. The boys, aged 13 and 14, knew the previous owner of the home and knew that the owner no longer lived in the house, said Shakopee Police Chief Jeff Tate. "They knew there would be no one in the home," Tate said. "This is not a random act." The incident unfolded the evening of Friday, Nov. 30 when witnesses, two neighbors and a utility worker, observed the boys outside the house. They then saw them leaving the house with a television. When confronted, the boys dropped the television and hid in bushes, where they were later found, Tate said. Shakopee Police arrived and arrested the boys for second-degree burglary…
